What the standard says at 10
The NBA and USA Basketball youth guidelines recommend a 9-foot basket and a size 6 ball (28.5 inches) for ages 9-11, then 10 feet from 12. So a hoop for a 10-year-old needs to sit at 9 feet today and 10 feet in two years, with 6-inch steps or infinite adjustment in between so the move is gradual. Every full-size adjustable portable does that; what separates them is the base, because a 10-year-old becomes a 14-year-old who drives to the rim, and the base is what a portable's life depends on.
The numbers
Why polycarbonate is right at 10
Every board here except the Lifetime 90040's HDPE is polycarbonate. Lifetime's backboard guide says polycarbonate surfaces “do not crack or chip” and are “stronger even than acrylic”; the trade is a softer rebound and scratches over years. For a hoop that shares a driveway with bikes, scooters and bats, that trade is correct. Glass comes when the child is 13 and the family buys the in-ground.

Buyer's guide: the 10-year-old's hoop
Set it at 9 and leave it there
The standard exists because a lower rim teaches shooting form. Nine feet for a year, 9.5 at eleven, 10 at twelve. Every hoop here except the Spalding Junior has those settings.
Size 6 ball, not size 7
A 28.5-inch ball at ages 9-11 per the standard. Spalding's Street and Mikasa's BX1000 both come in 28.5; basketball size by age has the table.
Sand in the base, and a weight bag if it is windy
A 35-gallon base holds about 290 lb of water and more of sand; sand does not freeze or leak. Silverback's 100-lb weight bag sits on most bases. Wind and tipping has the numbers.
Add a return net at 11
The year they start shooting alone is the year the ball rolls into the street. Rebounders and return nets start at $45.
